Verified successor: #612 (9b30a866fe26fbf0fb84720ee0ef64f408ff8ed4) preserves the valid BiDi product change on the same protected master base: the user-generated directory heading and file-name span carry dir="auto", while fixed UI text such as the .. marker remains unchanged. #612 also adds an executable Hebrew-directory / Arabic-file regression, which is stronger than this PR's Root-only assertion.

This branch also contained an unrelated CI trigger-policy change that was not mentioned in the PR scope. That contamination was repaired by normal descendant d413a80e54d7950f858016199dbe7bd0d7f65f83, restoring .github/workflows/ci.yml byte-for-byte to protected master rather than carrying a CI-policy change through a Palette PR.

The remaining product/test delta is fully inherited by #612. Its scoped rule also explicitly excludes fixed UI text rather than turning dir="auto" into an unqualified repository-wide default. Close this duplicate; #612 remains Draft and still needs exact-head browser/CI/accessibility evidence before promotion.
