Vision clients send messages with image_url content parts. Validate url/detail shapes, accept multi-modal content arrays, and force single-agent passthrough so multi-agent verifiers do not fuse images. Fix _latest_user_text for list content. Include audited Semgrep FP nosemgrep on main-based cost_ledger SQL and orchestrator TLS/urllib.

image_url/vision message-content implementation. It includes validated text and image content parts, routing-safe text extraction, preservation of the original multimodal payload through workflow execution, and the security fixes/review follow-up required by the current gateway path.This older single-slice PR is closed unmerged to eliminate a duplicate integration line. No checks, reviews, approvals, or merge authority transfer to #563.
