💡 What: SQLite 연결마다 실행되던 PRAGMA journal_mode=WAL 쿼리를 DB 초기화 시 한 번만 실행되도록 변경
🎯 Why: WAL 모드는 파일 단위로 유지되므로, 단기 연결을 자주 생성하는 JobStore와 UsageStore에서 매번 PRAGMA를 실행하는 것은 불필요한 오버헤드임

Closing as a duplicate/superseded WAL-optimization lane. Exact current head af6a8fb1184ea24608e96f7fe1bc3087d2209a84 makes the same production change as #438 (39401c9d305f577154bc4c1317033eed86e31e38): move PRAGMA journal_mode=WAL from each short-lived connection into one-time schema initialization for both JobStore and UsageStore. #438 is the narrower authority: it changes only .jules/bolt.md, job_store.py, and usage_metering.py. This branch additionally commits test1.db, test2.db, test3.db plus ad-hoc root scripts test_pragma.py and test_usage.py; CodeRabbit excluded the database artifacts from review, and those files are not unique production behavior or repository-integrated regression coverage. Historical #423/#380 attempted the same optimization and are already closed. Preserve #438 as the single current lane; do not transfer checks/reviews from this branch.
