What

Adds one screen-reader announcement to dashboard reference links that deliberately open a new tab:

aria-label="<reference> (opens in a new tab)"

Stack and verification boundary

This PR is intentionally stacked on #930 (palette/ux-visual-parity-aria-states-9123751085749638130) so its unique one-line production change can be integrated without discarding #930's newer dashboard and regression work. The RED regression for this behavior is already present on the parent branch as tests/test_dashboard_external_link_contract.py; this child branch no longer duplicates or overwrites that test file.

The child branch also carries the parent branch's existing Palette learning entry only to make the merge conflict-free. It does not introduce an additional product claim.

Because the feature base is not the protected delivery branch, the authoritative verification occurs after this child merges into #930: the resulting unchanged #930 head must pass its full develop-targeted test, SAST, security, coverage, and independent-review gates before #930 can merge.

Accessibility boundary

  • Preserves target="_blank" and rel="noopener".
  • Announces the context switch before activation.
  • Escapes the untrusted reference in both attribute and visible-text contexts.
  • Makes no visual or navigation-policy change.

Do not merge #930 to develop until the exact combined parent head is green and independently approved.

Review only the stacked delta against #930: the external-link context-switch announcement, escaping in attribute/visible contexts, retained rel="noopener", and the conflict-isolation commit.
