…ndencies-issue-12 build: pin direct dependencies and classify build tooling
Non-force restack of PR #11 head onto cef8c0b. Resolves the baseline Active-order conflict by preserving SBOM/license evidence and recording the landed tip (PR #16), the in-progress side-chain restacks, and the PR #1 blockers. Auto-merged test/baseline regions verified coherent; local gates GREEN (lint, 76 tests, build).

Successor landing PR10 export delta plus PR11 readiness/pin delta into develop via ordinary non-force merge (parents 8178ba6 + 83fb9f8). Gap ledger conflict resolved by preserving both sides; package pins (zero latest) preserved. Merged-tree local gates: lint GREEN, build GREEN, targeted manifest/workflow/export contracts 13/13 GREEN. Full-suite exact-head verdict via CI verify.
