Summary

publish all eight O*NET 31.0 Ability, Essential Skill, Transferable Skill, and Work Style linkage tables
preserve all 1,417 directed links to Work Activities and Work Context without inferred weights or causal claims
reify every assertion with exact RDF subject/predicate/object and one pinned PROV source table
add deterministic generation, fail-closed endpoint/name/duplicate validation, read-model access, ADR 0253, PRD, architecture, changelog, and gap evidence

Verification

linkage, ontology contract, and public docstrings: 30 passed
key ontology publication source-tree/round-trip/manifest/fail-closed tests: 5 passed
after latest parent merge, O*NET content-model/linkage and public-docstring tests: 12 passed
checked source digests and deterministic generated Turtle digest

Occupation ratings, scales, samples, standard errors, confidence intervals, suppression flags, person traits, scores, and locally normalized weights remain outside this PR.
