ci(review-repair): limit push quality runs to main

변경 사항

• hourly-nvidia-nim-review-repair.yml의 push 실행을 기본 브랜치인 main으로 제한했습니다.
• PR 브랜치 push는 기존 pull_request 실행만 남아 동일 변경에 push/PR 실행이 중복되지 않습니다.
• 기존 hourly scheduler 계약 테스트에 push.branches: [main] 회귀 검증을 추가했습니다.

근거

• GitHub 저장소 API에서 ContextualWisdomLab/.github의 현재 기본 브랜치가 main임을 확인했습니다.
• pull_request trigger와 path filter, concurrency 계약은 변경하지 않았습니다.

검증

• uv run pytest -q tests/test_hourly_scheduler_runtime_budget.py — 7 passed
• actionlint .github/workflows/hourly-nvidia-nim-review-repair.yml — passed
• git diff --check origin/main...HEAD — passed
