ci: schedule hourly GRC review repair

Scope

Add the central hourly caller for ContextualWisdomLab/governance-risk-compliance.

• minute 43 each hour, targeting protected develop;
• at most one exact-head review repair per heartbeat;
• non-cancelling product caller and two-hour same-head retry floor;
• read-only workflow token and only the established scheduler credentials;
• separate independent read-only review-agent credential chain;
• focused contract tests, quality-workflow path tracking, and APA 7th doctoring.

The caller delegates to the existing central pr-review-fix-scheduler.yml; provider credentials and scheduler implementation remain in .github and are not copied into the GRC leaf.

Test-first lineage

• RED contract commit: 14b02fc6e5ef5a6c8709c605c8cc820ede2b4486 required missing doctoring and focused quality tracking.

Activation

Scheduled execution starts only after this exact caller reaches protected main. The organization target allowlist must include ContextualWisdomLab/governance-risk-compliance; the shared scheduler fails closed otherwise.

Auto-merge remains subject to exact-current-head checks, current semantic review, unresolved-thread clearance, independent non-author approval required by live protection, and ordinary expected-head merge authority.
