Investigation to determine how to deal with this issue: #441

Tasks:

Does the reload functionality work correctly if the keys fail to load?
How could we determine whether we should reload the failed keys?
Should we auto-reload failed keys or something else, e.g. expose this via a 'health' endpoint?
Document the outcome
