Describe the bug

this page states command extension for list view, but all i get is
Unknown attachable member 'ListViewExtensions.Command' on element 'ListView'

also seems missing on https://github.com/windows-toolkit/WindowsCommunityToolkit/blob/master/Microsoft.Toolkit.Uwp.UI/Extensions/ListViewBase/ListViewExtensions.cs
