Pull request overview
This PR adds new UI elements to the Assets Sidebar Tab as part of the QPO v2 iteration: an active jobs counter and a clear queue button. These elements are conditionally displayed based on the isQPOV2Enabled feature flag.
- Displays the count of active jobs (pending + running tasks)
- Adds a clear queue button to remove all pending tasks
- Removes the Divider component that was previously between the header and body sections

I would just remove the feature flag usage across PRs so long as there is no specific plans from product team about testing in cohorts or getting early validation on cloud.

nit: Shouldn't this guard be represented in the button state rather than the handler? If you can click this when queuedCount is 0, it means the button is not properly disabled.
