Cherry-picked merge commit 6244cf1 to core/1.35.

Conflicts resolved:

• browser_tests/tests/viewport.spec.ts-snapshots/viewport-fits-when-saved-offscreen-chromium-linux.png - modify/delete conflict, kept PR version (file was deleted in target, modified in PR)
