- Update instructions for compiling Saul on Windows
- Add a Window CI configuration to run tests.
Updated instructions for errors faced while compiling in Windows.

The CI setup currently fails on a few tests due to lack of Heap space when loading some models (esp the SpRL tests). But the project compiles fine right now. |
