holdout 是 DECISION-02 定位的特殊仓（公开、cloudbrid-agent 不安装、verdict 揭封专用）：PR#1 head 上无本地 gate 亦无 org-gate（其 check 体系由 W1-C4 #176 定义中）。在建期将 holdout 列入 repo_baseline.exclude_repos（§12 活体/§16 标签/基线检测跳过）；W1-C4 落地接线后移除本豁免。ADR-0056（holdout 仓与 canary）。
