feat: archetype v2 + secret 变量名对齐（ADR-0008）

• agent.schema：archetype 十原型（+planner/judge/researcher），checker 扩测试作者权，planner↔builder 互斥
• GOVERNANCE AR-8 intent 同步（含十原型封顶规则）
• gh-app-token.sh：CB_APP_KEY→AGENT_APP_SECRET（owner 决定保留原 secret 名；脚本向已存在事实对齐，org secret 零改动）
• expected-state：org_secrets_required=[CB_APP_ID, AGENT_APP_SECRET]——本地 drift-check 实测零漂移
