chore(build-pr): mirror the pr.yaml test-assembly coverage gate - #380

-TestCoverageThreshold (default 100) for assemblies from projects under tests/, and anchor the Summary.txt parser on `^(\S+)` so indented class rows are no longer gated as projects. Also fail (not skip) when Summary.txt is missing or zero modules match. Ported from repo-template. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
