docs: remove stale REPO-INSTRUCTIONS.md#163

The repo-template post-setup checklist ('once you have completed the
checklist below you can delete this file'). Setup is long complete; the
sibling bootstrap files (scripts/setup.ps1, Setup-GitHubPages.ps1) were
already removed during the canonical round. Mirrors the same cleanup
done in ETL-Abstractions.

Removes the repo-template post-setup bootstrap checklist (still present on main; its sibling scripts were already removed during the canonical round). Setup is long complete. Mirrors the ETL-Abstractions cleanup. Single-file deletion, no code impact.
