- Bump <Version> 0.3.0 -> 0.4.0 (MINOR: adds FixedWidthLoader.ISupportDryRun). - Promote CHANGELOG [Unreleased] -> [0.4.0] with compare/reference links. - Promote the IsDryRun API entries from PublicAPI.Unshipped.txt to PublicAPI.Shipped.txt (now released); reset Unshipped to #nullable enable.
