Summary

The one protected-file change in the v0.25.0 cut, split out so #481 can merge with full CI instead of a bypass: <Version> 0.24.0 → 0.25.0 in Directory.Build.props (this repo keeps the version there, so every release trips Detect .NET Projects).

Nothing else. Main briefly reports 0.25.0 with 0.24 code — harmless, nothing is tagged until #481 lands. PackageValidation on main is unaffected (PackageValidationBaselineVersion still 0.23.4 here; #481 moves it to 0.24.0).

Merge order: this (bypass) → I merge main into release/0.25.0 → #481 goes green on the guard → merge #481 → tag v0.25.0.

Directory.Build.props is a protected file, so the version bump travels in its own admin-bypassed PR; the rest of the 0.25.0 cut (#481) then passes the Detect .NET Projects guard with full CI.
