Bumps the centralized <Version> in Directory.Build.props from 0.23.3 to 0.23.4, matching this repo's established per-release pattern (#405, #420, #429) of landing the protected-file version bump ahead of the release PR so that PR merges under full ruleset enforcement instead of a bypass.
