Protected-only PR ahead of the 0.23.0 release (#387).

Carries just the two protected files from vNext so the release PR has no protected diff and can run the full gated CI (Stage 1/2/3 + coverage) and merge normally instead of admin-bypassing the whole release:

Expected

Detect .NET Projects ❌ (by design — protected files); other checks green; Stages SKIPPED. Admin-bypass merge after eyeballing the two-file diff.

After merge

Sync main → vNext (the protected delta vanishes), then #387 flips to a clean, fully-CI-validated release PR. I'll do that reconcile once this is merged.

Protected-only PR ahead of the 0.23.0 release (#387): carries the two protected
files (Directory.Build.props <Version> 0.22.0 -> 0.23.0, and the new
ETL-Abstractions.sln.DotSettings noise-floor) so the vNext->main release PR has no
protected diff and can run the full gated CI + merge normally.
