Updates the v16 scalars documentation to reflect the newer DateTimeOptions configuration model and the rewritten v16 NodaTime scalar package behavior.

- Reworks the “DateTime Configuration” section to document
HotChocolate.Types.DateTimeOptions(input/output precision and format validation) and shows explicit scalar instance registration. - Replaces the legacy “NodaTime” section with “NodaTime Scalars”, documenting
AddNodaTime(), the five spec-aligned scalars it registers, and NodaTime-specificDateTimeOptions.
