Adds a Yarn plugin to gate website dependency operations so contributors are funneled into the frontend devcontainer (and CI), by requiring CHILLICREAM_FRONTEND_ENV to be set when Yarn loads the project.
Changes:
- Enable a custom Yarn plugin in
website/.yarnrc.ymland add the plugin implementation underwebsite/.yarn/plugins/. - Set
CHILLICREAM_FRONTEND_ENVinside the frontend devcontainer and in CI workflows (currently only on the initial install step).
