Aligns the builder withdrawal prefix with consensus-specs #5416 (was 0x03). Without this, is_builder_withdrawal_credential never matches and builder onboarding at the Gloas fork is a no-op. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
