Motivation
Eslint disable directives are quite noisy and might be confusing if they are unused (related #5046)
Description
The
@typescript-eslint/no-empty-function(see docs) rule seems to have been removed at some point from one of the plugins we extend from. I don't think we should add this rule ourselves as it is not really useful and just causes noise.
