Publishing of the edited version of a datasets updates Datacite database with the previous version of the metadata

1. I publish a dataset entitled "Foo".
2. Datacite registers a DOI for a dataset with this title.
3. I change the title to "Foo 2" and publish the new version.
4. Datacite registers the update (the date of the last update has been bumped up), but in Datacite the title is still "Foo".
5. I change the title to "Foo 3" and publish the new version.
6. Datacite registers the update (the date of the last update has been bumped up), but in Datacite the title is "Foo 2".

After fixing this issue we should update DOI's in all installations.
