Purpose
Preserve xml encoding on read, parse and save (fixes #88)

Related issue
#88 "UTF-8 (emoji) replaced by "characters" when restarting"
syncthing/syncthing-android#1234

Testing
Verified working on Android 9.0 (AVD).

@davidschlachter : I've already created a fix for that and released it in STF. Can you please confirm it is working correctly in the fork app?

Yes, the device names appear correctly and are preserved between launches in Syncthing-Fork.
