Add restart capability to job JGFS_ATMOS_POSTSND

Description

This PR will add restart capability to job JGFS_ATMOS_POSTSND. This job will create a restart directory under ptmp ($DATAROOT). Some log files and midterm products are saved and used once a re-run starts.
