test(auth): freeze prefetch cache clock on staging so Postgres Tests stop flaking

TLDR

Problem this solves:

• Postgres Tests fails on litellm_internal_staging at test_join_binds_the_membership_to_the_requested_team
• Org cache entry expires under the 5s TTL on slow first-import CI runs
• Fix already landed on main (PR test(auth): freeze the cache clock in auth prefetch tests #40996) but never reached staging

How it solves it:

• Cherry-pick the frozen-clock fix onto the staging branch
• Injects InMemoryCache(clock=lambda: 1_000_000.0) in the three prefetch tests
• Cache TTL cannot expire mid-test, so the getters serve from the cache and never touch the mock DB
