Verified against a live proxy on localhost:4000 with the dashboard dev server pointed at it. To reproduce and capture screenshots, go to each of these pages and check the loaded table, the empty state, and the per-row overflow menu:

1. Budgets: open the Budgets page, confirm the table renders Budget ID / Max Budget / TPM / RPM with right-aligned numbers, open the per-row menu and confirm Edit budget and Delete budget open the existing modals
2. Policies: open Policies and switch to the Policies tab; with no policies you should see the "No policies found" empty state; with policies, the name cell opens the detail view and the per-row menu shows Edit and Delete for admins only
3. Search Tools: open Tools then Search Tools; create a tool (e.g. curl -X POST http://localhost:4000/search_tools -H "Authorization: Bearer $MASTER_KEY" -d '{"search_tool": {"search_tool_name": "my-tavily-search", "litellm_params": {"search_provider": "tavily", "api_key": "tvly-..."}}}') and confirm the row shows the friendly provider name, a DB badge, and a working menu; config-file tools show a dash for the ID and disabled menu items
4. Deleted Keys: open Logs then the Deleted Keys tab; confirm the table paginates via the footer (Showing X-Y of Z, page controls) against /key/list?status=deleted
5. Deleted Teams: open Logs then the Deleted Teams tab; confirm rows sort by Deleted At descending and models render as badges

During my run: budgets rendered 13 live rows with working Edit/Delete menus, deleted keys paginated 53 rows across 2 pages with a live page flip, deleted teams rendered ~40 rows, search tools showed the created Tavily tool end to end, and policies showed the design empty state

Migrates five more lightweight admin tables off their hand-rolled tremor/antd renderers onto the shared DataTable + table_cells library, continuing the batch that landed Teams, Guardrails, Tags, Vector Stores, Prompts, and Skills. All five follow the established pattern: a thin container passing ColumnDefs from a separate <Entity>TableColumns.tsx, size="compact", deliberate opt-in sortable headers, rich empty states, skeleton rows on initial load only, and row actions in a per-row overflow menu instead of inline icon buttons. No table wires whole-row navigation; only the name/ID cell and the menu act on a row

Policies (policy_table.tsx, renamed to PolicyTable.tsx): keeps the group-by-name logic and default name-ascending sort; the name cell becomes a clickable IdentityCell with the version-count badge; Edit/Delete move into the overflow menu, still rendered only for admins

Deleted Keys (DeletedKeysTable.tsx): hybrid mode, server pagination via the existing useDeletedKeys hook (the parent now owns a full PaginationState, so the rows-per-page selector works too) with client sorting within the page, defaulting to deleted-at descending. The hand-rolled column resizing, header line, and pager are replaced by the shared pagination footer. useDeletedKeys is retyped to return DeletedKeysResponse, which removes the as any casts the old columns needed for deleted_at/deleted_by

Deleted Teams (DeletedTeamsTable.tsx): plain client mode, default deleted-at descending, models cell unified onto the shared ModelsCell

Budgets (budget_panel.tsx): the inline tremor table (which rendered action cells without matching header cells, producing invalid table markup) is extracted into BudgetTable.tsx + BudgetTableColumns.tsx; rows stay ordered by updated-at descending and Edit/Delete stay gated to proxy admins. The panel now passes the query's loading state through so the table gets the shared skeleton

Search Tools (SearchTools.tsx): the antd Table becomes SearchToolTable.tsx, with SearchToolColumn.tsx renamed to SearchToolTableColumns.tsx and rewritten from antd ColumnsType to TanStack ColumnDef. Config-file tools keep their guarded behavior: no clickable ID and disabled Edit/Delete menu items with the config-file hint

The two deleted-audit parents also switch from isPending/isFetching to React Query's isLoading, so a permanently missing token no longer strands the skeleton and refetches keep current rows visible. Stale eslint-suppressions.json entries for the rewritten files are pruned
