[Feature] UI - Spend Logs: Settings Modal

Relevant issues

This PR implements the Spend Logs Settings Modal. Currently this only shows the store_prompt_in_spend_logs and the retention period. This is meant to allow UI users to configure spend logs to start storing the request/response pair without restart of the instance
