[Feature] UI - Organization Edit Page: Reusable Model Select

Relevant issues

This PR implements the reusable select for the organization update page in the UI.

The Model Select has been modified to always show all proxy models in the context of organizations. This is due to organization can only be created/updated via proxy admins.
