docs: document ENFORCE_PRISMA_MIGRATION_CHECK

Summary

Adds an environment variables reference row for ENFORCE_PRISMA_MIGRATION_CHECK, which was read by the proxy but documented nowhere.

This unblocks BerriAI/litellm#37692 (LIT-5385), which makes the standalone migration entrypoint exit nonzero on a failed migration by default so a failed migration Job stops a GitOps deploy instead of letting it land on a stale schema. ENFORCE_PRISMA_MIGRATION_CHECK=false is the documented opt-out for the old log-and-continue behavior, and proxy startup keeps its lenient default. The litellm repo's documentation gate fails any env var read in code that no docs page mentions, so that PR's docs check stays red until this merges.
