model_itpm_limit/model_otpm_limitmaps on/project/new), but the ITPM / OTPM page only covers deployment-level limits andmodel_itpm_limitappears nowhere in this repo. This adds a Project-Level Limits section to that page: the/project/newrequest shape, the reservation semantics, thex-ratelimit-model_per_project_{itpm,otpm}-*response headers, and the 429 error body, all taken verbatim from a live proxy run at that PR's tipChanges
One new section in docs/proxy/io_token_rate_limits.md between Error Response and ITPM vs TPM, matching the page's existing table and code-block style
