Adds the release notes for
v1.94.2, a patch on thestable/1.94.xlineThis documents a release that has not shipped yet. The version comes from BerriAI/litellm#36237, which cuts 1.94.1 to 1.94.2 on
stable/1.94.xand carries the two backported PRs listed in the note plus four dependency refreshes. The notes are written ahead of time so they are ready when that PR merges and the image build finishes, rather than being written after the factPlease hold this until
