docs: add Meta Model API (muse-spark-1.1) provider page

Summary

Adds a providers/meta docs page for the day-0 Meta Model API support landing in BerriAI/litellm#32701, and registers it in the sidebar right before meta_llama. The provider_endpoints_support.json entry in that PR points at docs.litellm.ai/docs/providers/meta, so this page is what makes that link resolve.

The page mirrors the existing OpenAI-compatible provider pages (deepseek, xai): API key setup via META_API_KEY (with optional META_API_BASE override), SDK and streaming samples using model="meta/muse-spark-1.1", a supported-models table, and a reasoning section documenting reasoning_effort (minimal through xhigh) with the note that thinking tokens surface as usage.completion_tokens_details.reasoning_tokens and bill at the output rate. It also calls out that meta/ (Meta Model API) is distinct from the existing meta_llama/ (Llama API) provider.

npm run build passes; the only warnings are pre-existing broken anchors in unrelated release_notes/* pages.
