Optae and Lifewards

These didn't make it in because we accidentally didn't merge lifewards and forgot to merge them. Additionally, there was an issue with a min/max set on solar auxilia tactical command, veletaris tercio, infantry tercio, and artillery tercio that caused 1 of each to default into lists. This has been fixed, though the max 3 condition for veletaris tercio has not been re-added.
