Created release pipeline which is responsible for
Stage 1: Build binaries for Linux, Mac, Windows
Stage 2: Sign the binaries and packages
Stage 3: Test artifacts of Linux, Mac, Windows
Stage 4: Release to public container(linux, mac,windows), github(linux, mac,windows) and packages.microsoft.com(linux and mariner)
