This PR syncs the eng/common directory with azure-sdk-tools for PR 11801, updating the ChangeLog-Operations.ps1 script to preserve header blocks from changelog files.
- Enhanced changelog parsing to capture and preserve header content that appears before release entries
- Modified changelog content generation to use preserved header blocks when available, falling back to default header otherwise
