Migrates the docker publish pipelines and the dotnet tool pipeline to 1es pipeline templates. Also includes base 1es-redirect.yml and image.yml files that will be foundational for further migrations. This PR depends on an update to azure-sdk-build-tools which I will merge and update the tag for before completing this PR.
