Update pipeline-generator pipelines to set managed variables in generated pipelines

Setting managed variables in generated pipelines will allow us to filter pipelines in telemetry dashboards.

net - template - tests
python - template
python - template - tests

I think you need to still build a package of your other changes and then update the version used here. Once you do that please trigger a test run of the pipeline-generator pipeline.
