Syncs this repo’s eng/common automation with the upstream azure-sdk-tools changes from PR 14342 by switching APIView automation to the new apiview.dev domain.
Changes:
- Update default APIView “review status” endpoint used by package validation.
- Update API review creation/upload base URI used by API review scripts.
