[Storage] Need way to properly clean-up `ContainerImmutableStorageWithVersioningEnabled` errors

Examples include:

• set_legal_hold API tests
• delete/set_immutability_policy API tests

For now these are marked as playback only, but eventually we want to figure out how to get proper clean-up to enable live testing of these functions.
