DevOps automatically generates this content so these steps are redundant. Using the reportDirectory in the publish step generates warnings today, this fixes that issue as well.

Can we also kill the scripts/devops_tasks/inline_css_for_cobertura.py as well? If we need it again we can find it in the commit history.
