[health report] add CI sample validation tracking #38197
Description
To the aka.ms/azsdk/python/health report, add whether a library has enabled CI sample validation and the result of that step in the live test pipeline. Possible values: DISABLED, PASS, FAIL, UNKNOWN (upstream check fails and step is skipped by conditional).
