[Perf] Add TestProxy option to perf framework #19318

Add a --test-proxy option to the perf framework. You should be able to mostly port the code from .NET:

Azure/azure-sdk-for-net@main...mikeharder:perf-test-proxy

You can run the test proxy either locally or in a docker container, and either from source or a published package. I usually run locally from source, by cloning the repo and executing dotnet run -f net5.0.
