Update tests which disable soft-delete #13680
Description
By the end of 2020, Key Vault will no longer allow disabling soft-delete on new vaults. Some of our tests disable soft-delete to ensure ordinary deletion is permanent. These must be updated to function against a vault with soft-delete enabled.
