Servicebus Track2 Ensure consistent top level message properties with other language SDKs (e.g. label, content type, etc)

Currently Python does not provide all top-level types as other languages on our Message objects.
(e.g. lacking Label, content_type)

Normalize on this.  Ensure approach has buyin from architects.
