Adding the Microsoft.Web ResourceHealthMetadata APIs as well as new test cases for these APIs

Description

Adding Microsoft.Web ResourceHealthMetadata APIs and test cases for these APIs. Used generate.cmd to generate everything except the test cases and the Microsoft.Azure.Management.Websites.csproj edit. Here is the azure-rest-api-specs pull request - Azure/azure-rest-api-specs#2588

  • The *.csproj and AssemblyInfo.cs files have been updated with the new version of the SDK.

Please create a generate.ps1 file similar to one here and regenerate the code.
Also, run
msbuild build.proj /t:build /p:Scope=SDKs\Websites
and commit any changes produced.
