Building projects for the supported Target framework

• Build SDK and associated for the multiple target framework
• Execute tests for multiple target framework
• Only build but do not publish non-supported SDK projects
  misc. clean up for targets.
• Upgraded Msbuild task project to new VS2017 project format, this will enable to easily multi target our build tasks.
• Added tests for tasks
• Disabling 6 Redis Tests as they need to be re-recorded or add missing files.
• Fixing Tracing tests.
• Addresses Support projects targetting something other than net452 + netstandard1.4 #3140 , Support running test projects targetting multiple frameworks #3205
